Why does California grade so well?

California is one of the best-graded places in America: an A, ranked 39th of 259 in Maryland. The median household earns $120K and natural-hazard risk is low. Its lowest mark, a B+, is in cost of living. On cost of living, just 27 of Maryland’s 328 towns do better. The biggest park or preserve is Saint Mary's River State Park, at 841 acres. California’s median rent is $1,927 a month, where Maryland’s towns sit at $1,809 a month and U.S. towns at $1,185 a month.
