The weak point is hazard risk: FEMA rates its natural-hazard risk higher than 99% of U.S. communities, with inland flooding at the top. At D− overall, San Carlos is better than 5% of U.S. towns and ranks 136th of 139 in Arizona. Health is weaker too: residents are less healthy than 98% of U.S. towns on CDC estimates. It lags on incomes as well (D−): the median household income is $56K, and 40% of residents live below the poverty line.
